Course Objective To provide students with knowledge about special education policies and laws.
Course Content history of policies and legislation for individuals with disabilities and special education in Turkey; national policies and legal regulations for individuals with disabilities and special education; international policies and legal regulations for individuals with disabilities and special education; Turkey's becoming a part to international agreements; the effects of legislation for individuals with disabilities and special education in the world on special education practices and regulations in Turkey; general paradigm shift for people with disabilities; gap between policy, legal regulations and practices. History of policy and regulations about special education in Turkey, national policy about handicapped individuals and special education, international policy about handicapped individuals and special education, becoming a party to international agreements, importance of internation regulations for handicapped individuals, special education application and reulations in Turkey, paradigm changes about handicapped individuals, diagreements among policy , regulations and applications.
Prerequisites No the prerequisite of lesson.

COURSE LEARNING OUTCOMES
1To gain knowledge about individuals with special needs and history of special education
2To understand definition of law, rules and systems in basic level.
3Have knowledge about international legal regulations and developments related to special education.
4To explain legal regulations about special education in Turkey from the declaration of the Republic until the 1990s.
5To obtain information about the Decree Law No. 573 on Special Education and Regulation for Special Education Services, which form the basis of special education applications.
6Have information about Institutions for Special Education Services in Turkey.
