COURSE DESCRIPTION

Course Objective In parallel with the restructuring process in the social, economic, cultural and spatial areas in the world, the development policies of rural areas should also be reshaped. The problems experienced in the agricultural sector, which is regarded as the most important component of rural policies until today, have accelerated the disintegration of rural areas. Increasing poverty in rural areas, running out of natural resources, increasing rural to urban migration, etc, caused an increase in the development differences between urban-rural. In rural areas, which have been identified with the agricultural sector to date, policies implemented with a centralist approach are insufficient in the face of today's neoliberal policies. This situation makes it necessary to differentiate the rural development policies that are currently being implemented. Developments in the world indicate that policies aiming at economic, social, spatial and environmental development should be developed in a way to include a multi-sectoral and multi-actor governance of rural areas. In this context, the course aims at examining changes in the content of the rural areas and in rural development policies and perform the analysis of Turkey's rural development policy.
Course Content Rural development and its basic concepts; Relations between rural development and other disciplines; Rural development approaches; Definition of rural area and basic features of rural areas; The objectives, tools and methods of rural development studies; Main features of rural development policies and practices; Rural Development Strategies; Potential identification in rural development; Risk analysis in rural development; Rural development policies in the EU; Rural development policies in Turkey, practices and results; Results of evaluation of rural development projects being implemented and applied in Turkey.
