COURSE DESCRIPTION

Course Objective Economic development, as mentioned many times, is very different process formed by the complementarity of the variables. In this process, the importance of regional development policies as well as central development policies have increased. If the effect of public policies on society is considered as a pyramid, structural transformation policies should be applied by encouraging strategic sectors in the industry from the top of the pyramid.Then a dynamic education policy that creates qualified employment that will change the base of the pyramid compatible should be followed. While doing this, it is clear that it is necessary to cooperate with the business world. Despite the rapid increase in the number of research centers in universities, there are still important steps to be taken in university-industry cooperation. With the increasing importance of knowledge in national and regional innovation systems, the concept of entrepreneurial university was born. In this context, it is important to take steps to strengthen university-industry-government cooperation with joint projects. Incentives should be given to increase the capacity of companies to create innovation. The effective and productive operation of human capital, which will reveal the potential to create innovation in firms, should be ensured through university and state cooperation. In this context, the triple-helix model defines a balanced university-industry-state location, which increases the autonomy of industry and university against state control. New regional development theories and their implementations will be analysed in the context of innovation.

Regional Development Agencies and the Case of Turkey. Entrepreneurship, Small Scale Firms and Economic Development. Technology and Competition in Developing Countries
