Course Objective The general objectives of this course is to analyse the human resource management principles, evaluation of the reasons of the transition from personal administration to human resource approach, assessment of the factors that determine organizational efficiency and success, basic problems of organization concerning with human resource issue and lastly future directed perspectives. The additional aims of the course are to examine basic principles of Turkish public administration and its fundamental problems and to evaluate the recent reform-making efforts
