Course Objective Aim of the course is to give theoretical infrastructure of e-government Technologies in public administration.
Course Content This academic discipline has an aim of realization of practical probability of theoretical 7/24 provision of public services at the electronic mediums. Besides these methodological dimensions, e-Government conceptualization has an aim of transforming the citizens’ negative perception towards the concept of state. In this elective course, it is designed to give those concepts of technology and information (collection, saving, processing and publishing) in the Public Administration (PA) sphere firstly. The relational network over the internet and electronic service scope of the public entities are given as the basic issues. By means of these concepts and processes, it is aimed to evaluate the effects of ICT over the PA and its services. As commonly known, there is a process of deviation from the classical concept of state towards the new formation and perception of it. Therefore, basic aim of this course is to give the theoretical base of this so-called deviation. In this context, here are some of the subjects planned to give lectures on seem as the evaluation of relations between the citizen and state, the identification of changing dimension of communication between the citizen and state, the determination of changes in the structures of state institutions derivate from the e-government concept, the specifications of service provision methods, the definition of change in the perception of administration and so forth. The very aim of this lecture is to form a theoretical and institutional infrastructure for the notion of e-Government which has obtained extremely wide publicity in the related literature. It has also aimed to state and discuss the present applications by analyzing the different aspects of the concept at issue.
