COURSE DESCRIPTION

Course Objective The purpose of this course is to address the issues about status of local governments in intermediate and advanced level.
Course Content The basic legislation in Turkey, relations of local governments between each other, the historical development of local governments, local government reform, scale economy and optimal scale in local governments, the effects of EU to the Turkish local governments.
Prerequisites No the prerequisite of lesson.
Corequisite No the corequisite of lesson.

COURSE LEARNING OUTCOMES
1Having detailed and depth knowledge about the types of development and transformation of local government in Turkey within the framework of local governance model.
2Develops analytical thinking and knowledge about the solution of urban problems and the improvement of services in local governments.
3Understands and analyzes the process, causes, elements and the possible consequences of local government reform in Turkey, figures out the reflection of these to the public administration and sector.
4Understands and analyzes the local government personel system, the decision making processes, requirements and conditions of scale economy, income and expenses, and the status of borrowing.
5Understands the relationship of EU and council of Europe with the local governments, knows the benefits from european funds and the relations of local governments units of Europe.
6Understands and analyzes the relations of local governments between each other, new tecniques and methods of doing new business, knows the inners workings of local government and relations between bodies in terms dynamics of local politics.
