Course Objective In order to understand the administrative system of Turkish Republic today, it is necessary to examine main dynamics, major institutions, evolution until the 19th century and the legacy to the new Turkish state of the Ottoman State’s administrative system. This course provides students with an objective and scientific approach to the understanding of the administrative system and tradition of the Turkish Republic today through teaching main administrative mechanisms and principles of the Ottoman State.
Course Content Administrative structure of the classical period, land system, the central organization, provincial organization, cities and administration, district administration and foundations, Ottoman citizen system, destruction of classical order, period of political and social change, Tanzimat period, the modernization of the administration

COURSE LEARNING OUTCOMES
1Indicates the advantages and the disadvantages of a classic empire organization before modernity.
2Prior to modernization, this course explains the Ottoman state organization, and shows the differentiation in the organizational rules regarding the types of regions.
3Especially taking into account the social structure of Ottoman rule in the classic period, this course shows how provincial organization gets shaped.
4Determines the changes of administrative services in the period of modernization undertaken in the classical period.
5Summarizes the legacy left to the Republic of Turkey by the modernization of the Ottoman administrative system.
6Evaluates the origins of the Turkish administrative system.
